Use the same network. Put the phone and laptop on the same Wi-Fi. School and hospital Wi-Fi often block this, so turn on the phone's Personal Hotspot and join it from the laptop.
Allow the camera. iPhone Safari: tap aA in the address bar, then Website Settings, Camera, Allow. Android Chrome: tap the icon left of the address, then Permissions, Camera.
Open it in a real browser. Use Safari or Chrome on the phone, not a link opened inside another app or a private tab. On the laptop, use an up-to-date Chrome, Edge, Safari or Firefox.
Keep the phone page open. Locking the phone or switching apps pauses the camera.
Turn off VPN and Low Data Mode on both devices.
Start fresh. Get a new code on the laptop and scan it again.
